Seeking a senior HR professional to be a strategic business partner of the Executive Management Team, under the leadership of the General Manager/CEO. Working in a dynamic, event-based public sector environment, provide human capital management expertise and liaise with Deputy General Managers, Chief Financial Officer, and various department directors, managers, and supervisors in order to build and maintain a vibrant culture where employees are engaged and find long-term success.
This is a civil service position and, therefore, you must complete a two-step process to be considered.
Desirable Qualifications • 5 years of progressively responsible HR experience at a professional level • BA/BS/MBA with an emphasis in HR or Organizational Development or BA/BS with HRCI Senior Certification • HR knowledge & experience including responsibility for a large, temporary, at-will workforce • Experience recommending, developing, conducting, and evaluating training programs for staff and senior management • Experience developing and conducting reward, recognition, and motivational programs • Experience with benefit reconciliation and leave balances • Experience with collective bargaining agreements (CBAs) • Knowledgeable about HR laws including employee relations, payroll, benefits, compensation, wage and labor • Accounting knowledge and/or experience • Payroll management knowledge and/or experience • Human Resource Management System (HRMS) knowledge and experience • Health and safety program implementation experience • Public presentation/speaking experience • Bilingual in Spanish

About Del Mar Fairgrounds
The 22nd District Agricultural Association (22nd DAA) manages and operates the Del Mar Fairgrounds; its nearby equestrian facility, the Horsepark; and the Del Mar Golf Center, on behalf of the State of California. No tax monies are used in the operation of these facilities. The Del Mar Fairgrounds supports its budget through admission, parking and facility rental fees. The Fairgrounds, including its parking lots, is approximately 340 acres; Horsepark is approximately 65 acres.
The Fairgrounds is governed by a Board of Directors, each of whom is appointed by the Governor.
The Fairgrounds and Horsepark are the sites of nearly 350 events each year. They include weddings, receptions, bar and bat mitzvahs, equestrian and other animal shows, concerts, craft shows, home shows and other social and consumer events. Events and activities on the Fairgrounds fall into one of two main categories:
Events and activities produced by the 22nd DAA: These are the Del Mar National Horse Show in April, the San Diego County Fair in June/July, The Scream Zone in October, and Surfside Race Place year-round.
